Roxanne Young Kimball, who assumed leadership of the Homeownership Center in June, has an ambitious agenda for 2025. At the Minnesota Legislature, she wants to alter homeownership association laws to better protect homeowner rights. “I also hope to secure sustaining funding for housing counseling and first-generation homebuyer down-payment assistance,” she says. “It is getting harder and harder to build new homes at an attainable price point, due to increases in costs for building materials, interest rates, insurance, and regulatory process.”
