As executive vice president and general counsel at International Dairy Queen (IDQ), Shelly O’Callaghan leads the Bloomington-based company’s global legal function in support of more than 7,700 franchised locations in 21 countries. She calls on about 28 years of industry experience, 16 of which have been with IDQ, to navigate complex domestic and international franchise and consumer protection laws as well as global supply chain issues. O’Callaghan ensures her team continuously develops its capacity to support the organization’s growing focus on data management, information security, and consumer privacy. One key win for O’Callaghan in 2025 was negotiating with and contracting DQ franchise owners in Texas to adopt the DQ mobile app.
